Government still governs. Citizens safeguard. Each month the Portal presents measures. Verified citizens in the right jurisdiction may Accept or Reject. A tally counts only if 10% of registered Portal users in that jurisdiction take part. A majority of those who take part decides.

Every enforceable measure is presented on the Portal in a monthly cycle.
You may record Accept or Reject at any time during the month. The official tally is certified when the cycle ends.
You are not required to act on every measure. Silence is not a vote.
The choice is only Accept or Reject.
If the 10% threshold is met, a majority of those who participated decides that month’s result.
Citizens do not write the measure, amend it, or replace the legislature.
Federal measures: nationwide.
State measures: residents of that state only.
County and city measures: residents of that place only.
Only people bound by the measure may record a selection on it.
The Director of the Citizens Ratification Branch certifies each official tally under oath or penalty of perjury.
That certification is a public act. It is not a political speech.
All selections are audited. Results are published on the Portal.
Sentinel may flag anomalies. It has no power over the outcome. Flagged issues go to the Director and to investigative boards.
After a first or second rejection, the measure stays in force. The Portal tells citizens the strike count.
Supporting public notices exist so people not yet on the Portal can see that a measure is accumulating rejections.
Three consecutive qualifying rejections are required to void a law or executive order.
If a month falls below 10% participation, or if that month yields approval, the strike count returns to zero.
That is why a one-month crowd cannot wipe a statute.
Non-participation is not rejection.
Only an active majority rejection, in a month that meets the 10% floor, counts as a strike.
The default for laws and executive orders is that they remain in force unless that test is met three months in a row.
Measures go into the Master Law Library.
Laws and executive orders take effect when issued. They stay until three consecutive qualifying rejections.
Regulations do not take effect when issued. They become enforceable only after three consecutive ratifications, then they enter the Library as in force.
After a third consecutive rejection, the measure is void in that form. Government may revise, reissue, or reenact. The new measure starts the cycle again.
People hear fourth branch and think bigger government.
It is a fourth branch so it stays small.
It does not legislate, execute, or judge.
Put that job inside an existing branch and you change the balance.
A locked, limited Branch is the smaller change.
